1. This step is last, because humanity must first heal itself, and become sane and healthy, before expanding into the universe.
2. If we start exploring now, we'll bring our sickness with us. We don't want to spread it into the cosmos.
3. Think of what happened when Europeans started discovering and colonizing other continents. The genocides, and slavery, the destruction of ecosystems. Imagine that on the scale of entire planets.
We have a moral obligation to ensure that humanity stays contained on this planet, and does not leave, until after our insanity is cured.
4. Once we no longer pose a danger to the cosmos, we can begin exploring.
